I. Purpose

The Board of Directors values public input and encourages residents, business owners, and stakeholders to participate. This policy establishes guidelines for public comment during open meetings in a manner that promotes order, fairness, and efficient conduct of business and may be modified in future.

II. Public Comment Opportunities

  1. Time Allotted
    • A public comment period will be provided at the beginning of each regular board meeting.
  2. Speaking Time
    • Each speaker will be allowed up to 3 minutes.
    • The time limit may be reduced depending on the number of speakers to ensure all have an opportunity to speak.
  3. Speaker Sign-Up
    • Individuals wishing to speak must sign in before the meeting begins and indicate the topic of their comments.
    • Speakers must state their name and affiliation (if any) for the record.

III. Conduct and Decorum

  1. Respectful Behavior
    • All speakers must address the board with civility and respect.
    • Profanity, personal attacks, shouting, or other disruptive behavior is not permitted.
  2. Disruption Protocol
    • Any individual who disrupts the orderly conduct of the meeting may be ruled out of order by the Chair.
    • The Chair may issue a warning or request removal of disruptive persons, including temporarily recessing the meeting if necessary.
  3. No Yielding Time
    • Speakers may not yield unused time to other individuals.

IV. Board Response

  1. The Board is not obligated to respond to comments during the public comment period.
  2. Questions may be referred to staff or placed on a future agenda for further discussion.
