I. Purpose
The Board of Directors values public input and encourages residents, business owners, and stakeholders to participate. This policy establishes guidelines for public comment during open meetings in a manner that promotes order, fairness, and efficient conduct of business and may be modified in future.
II. Public Comment Opportunities
- Time Allotted
- A public comment period will be provided at the beginning of each regular board meeting.
- Speaking Time
- Each speaker will be allowed up to 3 minutes.
- The time limit may be reduced depending on the number of speakers to ensure all have an opportunity to speak.
- Speaker Sign-Up
- Individuals wishing to speak must sign in before the meeting begins and indicate the topic of their comments.
- Speakers must state their name and affiliation (if any) for the record.
III. Conduct and Decorum
- Respectful Behavior
- All speakers must address the board with civility and respect.
- Profanity, personal attacks, shouting, or other disruptive behavior is not permitted.
- Disruption Protocol
- Any individual who disrupts the orderly conduct of the meeting may be ruled out of order by the Chair.
- The Chair may issue a warning or request removal of disruptive persons, including temporarily recessing the meeting if necessary.
- No Yielding Time
- Speakers may not yield unused time to other individuals.
IV. Board Response
- The Board is not obligated to respond to comments during the public comment period.
- Questions may be referred to staff or placed on a future agenda for further discussion.
